Mugiraneza Jean Paul, a native of Eastern Rwanda, has been educated at the National University of Rwanda (Bachelor of Law, 1998) and University of Quebec (Masters of Public Administration, 2006), and has worked over a span of twelve years in reconciliation, governance, public service and education.[[]] He has over five years’ experience with the Rwanda government and worked also with other international organizations in peace building and reconciliation in post-conflict countries such as Rwanda, Guinea Bissau, Burundi and Timor-Leste.[[]] With the Institute for Research and Dialogue for Peace, over a period of seven years, Mr Mugiraneza participated in the research and debate on themes of reconciliation in Rwanda. Among the publications in which he participated include “Peace building challenges in Rwanda, 17 years after the genocide” (2010), “Social cohesion versus ethnic identity” (2010).[[]] He has served as Executive Secretary of the National Decentralization Implementation Secretariat. He serves as visiting professor at the Kigali Independent University where he is teaching Social Law and Constitutional Law. [[]] Mr Mugiraneza participated after the genocide in the establishment of key institutions of governance after the genocide and debate on how to find solutions living together after the genocide. He has served as Chairman of the Political Commission in Kigali city Council; he has been Board member, of National Commission for fight against AIDS and member of the National Youth Council. He is currently working as Program Advisor for Interpeace Regional office as liaison officer in Kigali.
