Parole et Actions pour le Réveil des Consciences et l’Evolution des Mentalités (PARCEM) was created in 2009 to challenge mindsets, beliefs and behaviours that contradict the creation of a peaceful society and sustainable development in Burundi.

PARCEM acts as a think tank and focuses its action on political and economic governance, peacebuilding and advocacy through workshops, research, roundtables and press conferences involving experts, local and external actors and media.

PARCEM believes that beyond political divisions, governance problems constitute threats to lasting peace in Burundi. As a result, therefore, the organisation worked with the government, civil society organisations, embassies and UN agencies, to elaborate the 2011 National Strategy on good governance and the fight against corruption, a key document which, once fully implemented, could contribute to solving various issues behind the current socio-political unrest.

Other areas of focus include human rights, economic strategies, education and health.

The President of PARCEM, Faustin Ndikumana, was arrested in February 2012 after exposing corruption among the Burundian judiciary.
